Is Obama making a statement here about making this decision? If she were still Bradley Manning and not Chelsea Manning would Obama have come to the same conclusion?

Manning was charged with 22 offenses, one which was the most serious, aiding the enemy. This charge usually results in the death penalty.

Manning was convicted of 17 of the original charges and amended versions of four others and acquitted of aiding the enemy. Manning was sentenced to 35-years in maximum security at U.S. Disciplinary Barracks at Fort Leavenworth.

On January 17, 2017 President Barack Obama commuted the sentence to a total of 7 years dating from the date of arrest. Manning is now scheduled to be freed on May 17, 2017.
